Job Purpose:
Under the overall supervision of Head of Monitoring and Evaluation (M&E), the Programme Policy Officer (M&E) supports the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term/outcome reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. The Officer also actively supports the formulation of country monitoring and evaluation strategies and contributes to policy development and various initiatives.
Key Responsibilities (not all-inclusive, nor exhaustive, within delegated authority):
Monitoring and Evaluation
- Regular review and updates to project results frameworks for alignment to corporate and donor requirements and operational contexts.
- Actively participate in the development of Country Office (CO) Monitoring and Evaluation (M&E) plans that will provide the most relevant and strategic information toward achieving expected results as set out in the Country Strategic Plan (CSP), the Corporate Results Framework (CRF) and other global and regional plans, while meeting WFP’s Minimum Monitoring Requirements (MMR).
- Provide reasonable input to the CO budgeting process for M&E costs and advocate for appropriate M&E resources at the CO (financial and human).
- Actively participate in the formulation of the Country Office M&E Strategies including theories of change and support their operationalization.
- Contribute to evidence-based decision-making on programme design and implementation, through making M&E findings accessible, developing innovative, user-friendly and informative products such as reports, dashboards, infographics and other like products.
- Support the CO in addressing recommendations from monitoring findings to ensure that follow-up actions are taken as required.
- Contribute to building M&E capacity of WFP staff, (particularly monitoring staff) and Cooperating Partners (CP) and Third- Party Monitors (TPM) through training and information sharing.
- Provide oversight for the implementation of process, output and outcome monitoring activities for CSP program activities.
- Actively contribute the regular review and updates of M&E tools
- Provide leadership and guidance to junior staff members to enable high performance.
- Support the development and implementation of inter agency M&E systems and frameworks that align with the UN Sustainable Development Cooperation Framework (UNSDCF) and national priorities.
- Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
- Actively support the operationalization of the knowledge management strategy, standard operating procedures, and business processes aimed at promoting a learning culture within WFP.
Specific to the monitoring function
- Actively participate in the design and development process of the Country Strategic Plan (CSP), including the Theory of Change (ToC) which outlines how the expected results are likely to occur, listing the key assumptions and risks.
- Ensure the implementation of updated monitoring systems and tools, compliant with corporate standards, the minimum monitoring requirements (MMR), other standard operating procedures (SOP)
- Lead targeted assessments including baseline surveys, post-distribution monitoring (PDM), endline and outcome surveys to meet the demands of the Corporate Results Framework (CFR) and promote internal learning, strategic and operational decision-making.
- Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis process for regular reports and the Annual Country Report (ACR).
- Other duties as required.
Qualifications and Experience:
Education
- Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/ or training/ courses/ qualifications.
Experience
- At least three (3) years of professional work experience in monitoring and evaluation, including demonstrable skills and expertise in coordinating M&E activities, conducting data analysis and reporting on M&E results to both technical peers and to senior management. Experience using a variety of quantitative and qualitative analytical tools and methods.
Must Have Competencies
- Strong understanding of M&E concepts, theories of change, results frameworks, and corporate/donor requirements.
- Familiarity with process, output, and outcome monitoring across programmatic activities. Ability to collect, clean, manage, and interpret quantitative and qualitative data.
- Proficiency in data analysis software (such as Excel, SPSS, Stata, or R).
- Skills in trend identification, drawing actionable insights, and supporting evidence-based decisions. Strong written communication skills to draft clear, concise, and informative monitoring reports, dashboards, and knowledge products.
- Ability to synthesize complex information for different audiences. Ability to present data in user-friendly formats, including dashboards, infographics, and visual summaries.
- Competence in using visualization tools (Power BI, Tableau, Excel) to improve interpretability of findings.
Language
- Fluency (level C) in English and the local language.
