Summary:

The Program Officer is primarily responsible for the expert planning, implementation, and quality assurance of activities focused on Psychosocial Support (PSS) and Health & Sanitation. The role ensures high-quality, impactful service delivery across household, school, health facility, and community levels. This Officer plays a crucial role in the integration of PSS and health services with complementary sectors like Economic Empowerment/Livelihoods and Education, reporting success and challenges to the Program Area Coordinator.

Key Responsibilities:

  • Implement and oversee PSS activities, counseling, trauma-informed care, and referrals.
  • Coordinate GBV response and ensure safe, confidential pathways for survivors.
  • Strengthen partnerships with schools, health facilities, and community structures.
  • Lead hygiene promotion, health service referrals, and community awareness sessions.
  • Monitor beneficiary well-being and produce high-quality reports and documentation.

Qualifications and Experience:

Education

  • Required: Bachelor’s degree in Psychology, Social Work, Public Health, Sociology, or a closely related field.
  • Preferred: A Master’s degree or professional certificate in counseling, clinical psychology, or public health/WASH. Female applicants are strongly encouraged to apply. Qualified female candidates will be given priority through affirmative action.

Experience

  • At least 3 years’ progressive experience in implementing and coordinating integrated development programs with a strong focus on Psychosocial Support and Health/Sanitation within an NGO context.
  • Demonstrated expertise in delivering PSS interventions, case management, and operating Child-Friendly Spaces/One-Stop Centers.
  • Proven experience working with GBV survivors, children, families, and schools/health facilities.
  • Experience in designing and delivering community-based training workshops and awareness-raising activities (e.g., hygiene promotion).

Skills

  • Specialized Skills: Demonstrated proficiency in counseling techniques and knowledge of WASH (Water, Sanitation, and Hygiene) principles.
  • M&E Proficiency: Strong proven ability in M&E, including data collection, analysis, report writing, and familiarity with M&E tools and information systems is essential.
  • Core Competencies: Strong facilitation, training, community mobilization, and organizational skills.
  • Language: Fluent in local language, Amharic, and English (both written and spoken).
