Overall purpose of the role:
The support service officer is responsible for the efficient management of the financial, administrative, HR, supply chain and premises/warehouse support functions at the field level. S/he ensures compliance with DRC’s policies and procedures and supports the ER Manager in strengthening internal controls and accountability. The role will support both emergency response and longer-term operations in Dollo Ado and surrounding areas.
Your main duties and responsibilities will be:
Finance
- Ensure timely and accurate payment processing for vendors, staff, and casual workers in compliance with DRC and donor requirements.
- Maintain daily and monthly updated cash books, perform regular bank reconciliations, and lead cash counts.
- Process and reconcile staff advances, ensuring timely clearance and proper documentation.
- Ensure all payments are correctly coded and recorded in DYN (DRC’s ERP system).
- Support the preparation of monthly financial reports and assist in internal and external audits.
- Ensure tax, pension, and other statutory deductions are calculated and aid on time.
- Maintain an organized and auditable filing system of financial documents (hard and soft copies).
Human Resources
- Support recruitment processes at the field level (posting, screening, interviewing, onboarding).
- Ensure proper maintenance of staff records, leave tracking, and contract documentation.
- Support monthly payroll inputs by sharing updated leave balances and timesheets.
- Coordinate staff inductions, orientations, and ensure compliance with HR policies.
- Ensure that all staff are registered with the government pension scheme and receive ID cards.
- Ensure timely follow-up on HR-related correspondence and documentation with the Country Office HR team.
Administration
- Manage office utilities (electricity, water, internet), lease agreements, and ensure a clean and functional work environment.
- Coordinate meetings, workshops, and travel logistics, including accommodation and refreshments.
- Oversee compound management and ensure adequate supplies for operations.
Warehouse/Premises Support
- Work closely with the Supply Chain team to support stock receipt, recordkeeping, and proper storage where necessary.
- Support the Area Manager in conducting periodic checks of premises and supplies (e.g., fire extinguishers, fuel stock).
- Ensure inventory forms and casual contracts (cleaners, cooks, etc.) are documented and archived
Procurement
- To manage all procurement activities at the emergency office (P2P) goods, service, work within the approved threshold.
- Implement the procurement plans.
- To run the procurement process for the Area office requests and ensure it is compliant with DRC and donors’ regulations.
- Ensure that there is a tracker to capture all requests for (RFQ, LVP, Cash, Payments, etc.…) and share with the relevant managers and TLs on weekly basis.
- Participate in the BFUs meetings and provide updates to the budget holders on timely and accurate manner.
- Ensure that accurate filing systems, with documented and supported records of supply chain activities are kept in the folders and uploaded on the SC share points for control or audit purposes.
- Timely process the payments for all completed good, service, work and send to Finance for payment.
- Ensure that logistics system in the Area is robust and flexible enough to cope with the support in case of an increase in the program activities.
- To perform Market survey on regular basis to analyze the trend and ensure that DRC gets the best value for money.
Qualifications and Experience:
Education: (include certificates, licenses, etc.)
- University degree in Accounting, Business Administration, Human Resources, or other related fields.
Experience and technical competencies
- Minimum 3 years of relevant work experience in finance, admin, and HR roles, preferably in an NGO or emergency setting.
- Strong knowledge of accounting principles and financial regulations.
- Familiarity with ERP systems (e.g., DYN) and high proficiency in Microsoft Office (especially Excel).
- Solid understanding of Ethiopian labor law and administrative procedures.
- Experience with HR practices, staff coordination, and logistics is desirable.

Language: (indicate Fluency level)
- Fluent spoken and written English
- Proficiency in (Somali, Affan Oromo) preferred.
