Duties and Responsibilities:

The purpose of the consultancy is to undertake a comprehensive review of NEC’s organizational structure, while assessing the capacities and terms of reference of existing staff and aligning them with NEC’s organizational needs. This assessment will ensure that the NEC structure and HR management policies comply with the laws of South Sudan, while maximizing existing human potential, identifying gaps, and suggesting training programs to enhance the capacity of existing and future staff of the NEC.  Under the overall guidance and supervision of the UNIEAT focal point for Training and Capacity Building, the Consultant will work closely with the members of the NEC Organizational Review team, headed by the Secretary General of NEC and will be responsible for undertaking the following tasks.  Organisational Assessment · Review the existing organizational structure of the NEC to ensure alignment with its legal mandate and the laws of South Sudan. · Assess the functional capacity of NEC current structure and recommend right-sizing and optimal staffing configuration.   Human Resources Policy Review and Development  · Examine existing job descriptions for all NEC positions and revise or develop new ones as needed to reflect current and future functional requirements. · Review and develop NEC-specific HR policies and procedures in accordance with South Sudanese labour and civil service laws, covering the following areas: o Workforce planning & budgeting o Recruitment and selections procedures o Onboarding and staff induction o Remuneration (compensation & benefits) o Talent management and performance appraisal o Staff code of conduct & ethics o Disciplinary and grievance procedures o Workplace conflict resolution o Exit and separation management o Succession planning  Capacity Building and Talent Development  · Conduct a comprehensive training needs assessment of NEC staff and identify skill gaps. · Recommend structured training and development plans to enhance institutional capacity and staff performance.  · Review the existing career development framework and propose improvements to support staff retention and advancement.  Knowledge Transfer and Sustainability  · Prepare a user-friendly NEC HR Manual and Employees Handbook, incorporating relevant forms, templates, and standard operating procedures.  · Conduct training sessions and coaching for NEC HR personnel to ensure the full operationalization of the newly developed HR systems and tools.

Qualifications and Experience:

Qualifications/special skills

  • Advanced degree or bachelor’s degree with equivalent experience, in Human Resources, International Relations, Law, Public Administration, International Development, Social Science or related field. Minimum of five (5) years’ experience in the field of human resource management is required. Experience in providing technical advice to national counterparts on professional development programmes is required. Proven experience in drafting HR policies, job descriptions, performance management frameworks, and training manuals is required. Experience working with government offices in South Sudan is required. Knowledge of South Sudan’s legal framework governing the organizational structure of government agencies, including related human resources rules and policies is required. Computer literacy and ability to operate with Microsoft Word, Excel, Outlook is required. Experience working with international organizations, particularly within the UN system is desirable. Knowledge of other relevant legal or regulatory frameworks in South Sudan (e.g., labor law, civil service regulations) is desirable. Experience in preparing reports, presentations, and official correspondence in an international or governmental context is desirable.

Languages

  • For this consultancy, fluency in both oral and written English is required.
