Generic Responsibilities:

  • Lead the development and revision of the WASH strategy. Provide technical guidance to the implementation of the WASH strategy and macro logframes that are aligned with regional and global strategies and priorities.
  • Compliance with and adherence to NRC policies, guidance, and procedures.
  • Contribute to fundraising, develop, and revise funding proposals, budgets, and donor reports.
  • Identify trends, technical standards, and donor priorities.
  • Follow up on compliance with contractual commitments within WASH, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
  • Ensure that key learnings are extracted from programme implementation and incorporate them in programme for quality and in staff development processes.
  • Provide systematic training and build capacity of technical staff and transfer key skills with the aim to nationalise senior positions within the organisation.
  • Contribute to NRC’s advocacy objectives through meaningful engagement in briefings, development of advocacy products and coordination. Represent NRC in the relevant coordination fora, and with external stakeholders.
  • Promote the rights of IDPs/returnees/refugees in line with the advocacy strategy.

Specific Responsibilities:

  • In line with NRC South Sudan Strategy and the Global Strategy, lead NRC’s WASH national CC strategy development process.
  • Take the lead on quality project deliverables to ensure high technical output including, but not limited to, review of technical, safety assessments, bill of quantities, participate in tender processes to ensure high quality WASH programmes in country, in line with NRC programme policy and global strategic priorities and promote harmonisation and consistency across projects and areas of operation.
  • Promote integrated programming (with other sectors, e.g., Education, Shelter, ICLA) through systematic planning and cooperation in line with NRC Programme Policy, and engagement in cross-cutting initiatives.
  • Elaborate and solidify the position and approach of NRC South Sudan regarding urban programming and facilitate sustainable response to urgent urban needs and longer-term development challenges.
  • Lead environmental screening using Neat+ for WASH interventions to reduce the environmental impact of activities. The Specialist will also develop approaches and solutions to address identified environmental risks.
  • Lead the development of WASH proposals (project design, narrative, and budgets) and contribute to multi-sector, integrated thematic proposals that have WASH components. In all instances, support and work collaboratively with Area teams to brainstorm solutions and approaches. Fundraising responsibilities also include donor communication and representation on sector-specific issues and identifying funding opportunities.
  • Strengthen coordination and engagement with Clusters by representing NRC in WASH cluster to ensure active participation, information sharing, advocacy, and alignment of emergency interventions with Cluster priorities and funding opportunities.
  • Lead the process on project, modifications, project reviews and reporting and ensure high technical quality.
  • Support programmatic M&E and indicator tracking in conjunction with project teams and M&E department.
  • Lead the harmonising and strengthening WASH needs assessment, monitoring and evaluation tools and systems, in collaboration with the M&E team.
  • Provide support and input to the recruitment processes for WASH staff.
  • Accountable for organisational learning from programme implementation throughout the project cycle, sharing of best practice and capacity building.
  • Responsible for mainstreaming Safe and Inclusive (SIP) programming in WASH programme design and implementation in line with NRC Protection Policy and guidelines.
  • Lead the development and implementation of cash and markets-based approaches in WASH programmes.
  • Represent NRC with the WASH sector, relevant donors, government ministries, and in relevant humanitarian coordination meetings in country as required.

Generic Professional Competencies:

  • At least five years in humanitarian WASH programming, including three years’ experience in a senior level project or programme implementation position.
  • Minimum one year experience in WASH strategy development and implementation
  • Bachelor’s Degree in relevant field with proven technical hardware and software expertise. Such fields could include Civil, Water or Environmental Engineering, Geology or Hydrology, Public Health etc. An advanced academic qualification will be an added advantage.
  • Experience working in protracted emergencies including in complex and volatile contexts.
  • Knowledge and skills in market analysis and cash and market-based interventions.
  • Ability to coordinate tasks and work processes and work with short deadlines.
  • Fluency in English, both written and verbal.
  • Knowledge of the context in South Sudan preferred.
  • Experience with start-up or expansion of new programmes and programme development
  • Ability to work effectively across cultures, in sensitive environments and with different stakeholders.
